This version carries forward unpublished candidates’ functionality and fixes the release control plane.

- Draft publication reads complete Release inventory and validates unique workflow-run/source ownership. Matching drafts are resumed, with bounded visibility retries for newly created drafts.
- Retries reuse the existing publication identity, preventing duplicate drafts and resulting upload failures.
